When he walks, he carries around an air of importance and death. With straight blond, almost white, hair that falls past his shoulders and a slim, if solid, frame, Issei looks decidedly feminine, but don’t let that fool you. He is just as powerful as the next man, and has been training his strength and endurance for years. He has frightening ice-blue eyes and a malicious smile that can send chills down the spine of any unsuspecting human.


Issei has a steely demeanour; a cool and deadly façade that is unnerving at best and psychopathic at worst. He has a brilliant mind for strategy and calculations, and is a fearsome leader. From his gentle nature as a child, Issei was forged into a cruel, merciless monster by his father, and his inclination to torture and abuse stemmed from that experience. Issei has a natural affinity towards animals, and is able to bend even the most stubborn of creatures to his will. For the most part, Issei regards humans as nothing more than chess pieces in his grand game, though he has the capacity to care for perhaps a few select people. This is not a capacity he exercises regularly, however.


He had no surname. That did not matter, however, as he was revered nonetheless. Koutetsu was at the top of his game at twenty-three; a high-ranking Syndicate employee who had more money than he knew what to do with. He slept with whoever he pleased, and paid no mind to his bed buddies’ feelings. In his opinion, they were only good for sex, but within a year of his twenty-third birthday he would discover that women also had the capacity to give birth. How shocking. One of the women he’d slept with approached him after a mission, gods know how she found him, and pulled him aside. Koutetsu had laughed his colleagues away, saying she probably just wanted more sex, and once they were alone the woman confessed she was pregnant with Koutetsu’s would-be son. She was rewarded with a slap across the cheek and a blow to the head that knocked her out.

When the woman awoke, she found herself in what seemed to be a medical clinic. Koutetsu was there, arguing with the doctor, but he soon noticed that she was awake and stormed over to her with a pen in hand. “You have to sign to get rid of the baby,” he said cruelly. The woman shook her head, and Koutetsu slapped her again. “Sign. The goddamned. Paper.” Again the woman refused, and Koutetsu was restrained from hitting her again by the doctor. He was pulled out of the room by three more attendants, and the woman was left alone to explain to the doctor how she wanted to see the pregnancy through. She believed that the child could be strong, like its father, and grow to be someone Koutetsu would be proud of. The doctor smiled at her sadly, but knew that there was nothing they could do to stop the woman from giving birth if that’s what she truly wanted. The doctor even felt so sorry for the woman that he offered her a safe haven to live in for the remainder of her pregnancy. The time came for the woman to give birth and she brought a healthy baby boy into the world, but died in the process. With no relatives to turn to, the doctor reached out and managed to contact Koutetsu to alert him to the arrival of his son. Surprisingly enough, Koutetsu arrived at the clinic after three days and took his son away, back to the place he called home – the Syndicate’s headquarters. There, he raised his son, much to the distaste of his Employers. He named his son Issei, and tried as best he could to teach his son the ways of the Syndicate and their nefarious operations. After all, if he could successfully train a child to be a servant to the Syndicate, he believed his efforts would be rewarded.

To Koutetsu’s dismay, Issei never developed any bending powers, and to further his injure ego his son began to take an interest in adopting random animals from the street. Koutetsu thought there could be nothing worse than seeing his damned child bring home a stray catowl and stroke it with such gentleness that he doubted there was a cruel bone in his body, but he was proved wrong. At the age of ten, and with an incredible knowledge of the malicious intents of the Syndicate, Issei was ghosting one of his father’s missions and decided to intervene with the operation by jumping in front of an animal about to be slaughtered. It was ligear, a young cub that had been the property of someone trying to usurp the control of the Syndicate, and it was supposed to be treated to the same fate as its master, but Issei couldn’t bear to let that pass. Not wanting to see his son killed for something so mundane, Koutetsu coldly ordered his men to knock Issei and the cub unconscious, and they were taken back to the Syndicate headquarters . On return, the City Division boss of the Syndicate was furious that Koutetsu would have raised someone with such a gentle heart, and demanded for a change in the child’s behaviour, lest he be killed. In essence, it was ordered for Koutetsu to break his son.

And break him he did.

Issei was not afforded any waking moment not in pain; he was beaten, tortured, trained mercilessly to be the killer that was expected of him. He resented his father for everything being done to him, but he could see how much stronger he was becoming, and he enjoyed it. By the age of sixteen, there was no trace of the kind-hearted boy who had saved the ligear cub all those years ago. He came to enjoy pain, and once he was allowed to participate in missions he enjoyed inflicting pain on others even more, although he rarely hurt a victim directly. You see, Issei had trained and trained, not only in deadly arts, but in training animals to do his bidding. The ligear he had saved he had corrupted until it was nothing but a ferocious killing machine. Issei would beat the animals in came into contact with until they submitted themselves to him, and then he would treat them with varying bouts of kindness and neglect to ensure the animals were indelibly dependant on him.

The Boss of the city division began to take note of Issei’s skills in animal training, as well as his excellence in strategic planning. Issei had planned and led a number of successful missions by the age of 20, and succeeded his father’s position as a key member of the Syndicate after his untimely death in a bar fight. The Boss was so impressed by Issei’s broad skill set that he announced at a company meeting that Issei would be his succeeder in the case of his death. Issei was then taken under the Boss’ wing and introduced to all the company’s clients. He was shown the long-term plans for the business and instructed on how best to lead the Employees. Issei’s prowess and history within the Syndicate gave him a significant reputation, a rather fearsome one, and he found it was quite easy to manipulate and direct his new underlings.

Once the Boss retired, Issei took the reins of the Syndicate at the young age of 22, and ushered in a new era of corruption in Republic City. He has been the Boss for three years now.

The user has received extensive training in physical endurance in order to increase the amount of physical energy they have at any given time. They would easily exceed any person who relied on their bending.

The user has and is knowledgeable on how to use steam powered, mechanized joints which augments the users strength, jump height/length and forward speed. However, the use has a deficit place upon their over all agility and mobility, making it harder for them to dodge as well as turn quickly. (Achieved after 1 week)

  • Poison Adept (Passive)

The user is knowledgeable in the creation and usage of various non-lethal poisons. The effects can range from slowed movement, pain, nausea and disorientation. They cannot use any poisons that would completely render a foe unable to defend themselves. (Achieved after 2 weeks)

  • Smithing and Engineering (Passive)

The user is knowledgeable in crafting weapons, armors and even basic machinery made of metal and even basic composite materials. Metal is more durable but heavy and cumbersome while composites are lighter but more vulnerable.

  • Melee Weapon Mastery (Passive)

The user has extensively trained with all forms of melee weaponry in order to become a master in the usage of them. As such, the user may use any form of melee weapon to its fullest potential. (This includes things such as: swords, axes, maces, etc)

  • Platinum Forging (Passive; Exclusive to Weapon Master)

The user is knowledgeable in forging anything made of platinum. Items are highly resilient and are unable to be metalbent. Not only this, but they are stronger and sharper than regular metals; making them able to cut through, withstand impacts better or break things a normal weapon could not. Platinum weighs just as much as regular metal would. NOTE: Under no circumstances should a character have a weapon, armor or devices made out of platinum without this power.

  • Collapsible Shield (Exclusive to Weapon Master)

The user has the knowledge to construct and use collapsible shields attached to the forearms. While normally retracted, the shields extend outwards to provide more protection against incoming attacks. These shields can be made out of a variety of materials to augment their weight and strength.

Issei's main weapons are the animals he trains.
Issei kumashi

Kumashi is a ligear, a hybrid of a bear, tiger and lion, and has been trained to be Issei's ferocious watch dog. Kumashi has an unwavering loyalty to Issei, despite having been abused by her master previously. Her main method of attack is by mauling, or by using her brute size and strength to knock over opponents.

Issei denki

Denki is an electric eel hound. His speed and shocking capabilities are utilised by Issei in battle, rather than using the animal as a traditional mount. Although not as loyal as Kumashi, Denki still displays signs of reliance and faithfulness to Issei.

Issei mimi

Mimi is a lemur-lyrebird hybrid, who has the ability to mimic human and animal noises to an alarming accuracy. Issei's uses her as a kind of spy, as most people pay no mind to little animals perched above them and she is able to copy speech and relay it to Issei.
